Structural practice in Florida sits at the intersection of PE renewal, the Florida Building Code, inspection responsibilities, and specialized qualifications. Those requirements overlap—but they are not interchangeable.

Structural-practice alert — August 26, 2026: A structural PE may have several different Florida obligations at once. Ordinary CE renewal, Advanced Building Code training, threshold-building Special Inspector qualification, and condominium/cooperative milestone inspections each arise from different rules or statutes. Completing one does not automatically satisfy the others.

These categories are easy to blur because all can involve structural engineering and building safety. For compliance planning, treat each as its own question.
How many structural CE hours does a Florida PE need?
Under the standard Florida PE renewal framework, 18 continuing-education hours are required each biennium: one Florida Laws & Rules hour, one professional ethics hour, four hours related to the licensee's area or areas of practice, and 12 additional hours pertinent to engineering.
A structural engineer can use more than four structural technical hours. The four-hour requirement is the minimum Area-of-Practice component; additional structural education can fit within the 12 general engineering hours when pertinent to engineering.

What counts as structural Area-of-Practice education?
The best course-selection test is whether the technical content is related to structural work you actually perform. Common practice areas can include structural analysis, gravity and lateral systems, concrete, steel, masonry, timber, foundations, rehabilitation, temporary conditions, inspections, failure prevention, wind design, existing-building evaluation, and structural coordination with applicable codes.

A generic “structural package” is not automatically a good fit for every structural PE. An engineer who primarily evaluates existing coastal concrete buildings may need a very different technical mix from an engineer designing low-rise steel industrial structures.
For many structural PEs, Advanced Building Code is not optional
Florida requires Professional Engineers who actively participate in design of engineering works or systems connected with buildings, structures, facilities, or systems covered by the Florida Building Code to complete applicable Advanced Building Code training before performing that covered design.
As of August 26, 2026, FBPE's current guidance remains tied to the 8th Edition (2023) Florida Building Code. The announced effective date for the 9th Edition (2026) is December 31, 2026, so structural engineers should verify the operative edition before choosing a course during the transition.

Florida allows applicable Advanced Building Code education to count toward Area-of-Practice CE. That can make ABC part of an efficient 18-hour plan. It does not replace the separate Florida Laws & Rules hour or the professional ethics hour.
Threshold buildings create a separate inspection framework
Florida law requires structural inspections of threshold buildings under a structural inspection plan when applicable construction, repair, or restoration work involves the structural system or structural loading. The engineer or architect of record prepares the structural inspection plan, and a qualified Special Inspector performs the required structural inspections.
The Special Inspector is not a substitute for the building official, engineer of record, architect, or contractor. Florida's statute expressly preserves those separate responsibilities.

A Florida PE license alone does not make you a Threshold Special Inspector
PEs offering threshold-building inspection services must be certified by FBPE under the Board's Special Inspector qualification program. Current FBPE guidance requires an active Florida PE license in good standing and structural-engineering or qualifying structural-field-inspection experience, with specific experience thresholds depending on the applicant's practice path.
Florida also recognizes a Special Inspector (Limited) qualification for specified repair and alteration work on existing threshold buildings. Its authorized scope is narrower than the full Special Inspector qualification.

Threshold inspections must be performed in person
Florida law allows some local enforcement inspections to be conducted virtually, but it specifically excludes structural inspections on threshold buildings from virtual inspection. That is an important operational distinction for engineers involved in threshold-building inspection programs.
Milestone inspections are another separate structural practice area
Florida's statewide milestone-inspection law applies to qualifying condominium and cooperative buildings. A milestone inspection is a structural inspection performed by a Florida-licensed engineer or architect to evaluate structural condition and life-safety adequacy. It is not simply a Florida Building Code compliance inspection.
For qualifying buildings, the statutory program generally begins at 30 years of age and repeats every 10 years, while local enforcement agencies may require an earlier 25-year trigger when local circumstances such as proximity to salt water justify it.

Milestone inspection is not the same as Threshold Special Inspector work
Both can involve structural inspections, but they arise from different statutory schemes. Threshold Special Inspector qualification concerns specified construction-phase inspection services for threshold buildings. Milestone inspections concern periodic structural-condition evaluation of qualifying condominium and cooperative buildings.
Do not represent a qualification in one program as automatic qualification for the other.
Existing-building work deserves its own CE strategy
Florida's structural practice environment makes existing-building education especially valuable. Engineers working in evaluation, repair, rehabilitation, or inspection may benefit from courses focused on condition assessment, concrete deterioration, corrosion, nondestructive testing, façade and balcony systems, repair design, temporary stabilization, load-path evaluation, and documentation of structural findings.
The correct technical mix should follow the engineer's actual scope and competence rather than a generic new-building design curriculum.
New Florida PE? First-renewal exemption does not erase practice obligations
A qualifying PE first licensed on or after March 1, 2025 with a 2027 expiration date generally needs only Florida Laws & Rules, ethics, and the renewal fee for the first renewal. The ordinary 16 additional hours are exempt for that cycle.
However, Advanced Building Code still applies before covered Code design when triggered, and specialized inspection services still require the qualifications applicable to those services.
How should structural CE be reported?
Florida PEs report CE through NCEES CPC Tracking. Keep sufficient supporting documentation for at least four years. Florida Laws & Rules is separately reported by the approved provider, and applicable Advanced Building Code completion must be provided to FBPE for the Special Qualifications record.
