Florida PE Environmental & Water Resources Continuing Education

Build the four Area-of-Practice hours around the environmental and water work you actually perform. Florida does not create a separate renewal-hour total for water-resources engineers, but current permitting criteria, technical manuals, treatment requirements, stormwater rules, and professional responsibilities can make generic engineering CE a poor fit.

Current-practice alert — August 26, 2026: Florida DEP continues to update water-resource rules and technical materials. DEP's current rule-development page includes active work affecting water-resource programs, and its ERP guidance identifies revised stormwater-quality, erosion/sediment-control, and operation-and-maintenance criteria. Treat old Florida stormwater or treatment-course material as something to verify—not automatically as current practice.

What counts as environmental or water-resources Area-of-Practice CE?

For a PE whose practice includes water, wastewater, stormwater, hydrology, treatment, coastal systems, environmental compliance, resilience, or related infrastructure, the four Area-of-Practice hours should be technically relevant to that work. Florida's CE framework is based on the engineer's area or areas of practice, not merely a degree title or an exam discipline.

Do not confuse Area of Practice with the 12 flexible engineering hours

For the standard Florida renewal, four hours must relate to the PE's area of practice. The remaining 12 hours may address any topic pertinent to engineering. A broad project-management or general engineering course may fit the flexible portion while still being a weak choice for a water-resources engineer's four practice-specific hours.

Florida stormwater practice is changing

Environmental Resource Permitting is an especially important current-practice area. DEP's current ERP stormwater guidance identifies revisions to Applicant Handbook Volume I involving evaluation criteria, stormwater-quality treatment evaluations, erosion and sediment control, and operation and maintenance. Which Volume II applies depends on the applicable Water Management District and project jurisdiction.

That makes “Florida stormwater design” a moving target. Before relying on older design examples, verify the rule version, Applicant Handbook, district criteria, and project grandfathering or transition provisions that actually apply.

Water and wastewater engineers should verify the current technical framework

DEP maintains current wastewater guidelines and manuals covering permitting and program topics, and its water-resource rule-development page shows that technical references can be amended through rulemaking. A course can be technically sound yet stale if it teaches superseded Florida forms, manuals, treatment criteria, or regulatory pathways.

For public infrastructure, project funding can add another layer. DEP's Clean Water State Revolving Fund materials include current plans-and-specifications requirements, procurement and bidding documents, and project-administration resources. Those requirements are not a substitute for engineering design standards, but they can materially affect publicly funded project delivery.

Low-impact development and green infrastructure are becoming more Florida-specific

DEP's 2026 Southeast Florida low-impact-development and green-infrastructure guidance integrates stormwater fundamentals with local hydrogeology, planning, control-measure selection, operation and maintenance, performance evaluation, and public acceptance. For engineers working in Southeast Florida, that is a useful example of why local hydrology and regulatory context matter.

The lesson is broader than one manual: a course on green infrastructure should not imply that a detail successful elsewhere automatically performs the same way under Florida groundwater, rainfall, soils, coastal, maintenance, and permitting conditions.

Does Advanced Building Code apply to environmental and water-resources engineers?

Sometimes, but not because of the discipline label. Advanced Building Code is triggered by covered design work. A water-resources PE focused on watershed modeling may have no ABC obligation, while an engineer designing plumbing, building drainage, treatment systems, site features, or other systems within Florida Building Code scope may need to evaluate it.

Use the Advanced Building Code applicability guide rather than adding ABC automatically to every environmental or water-resources renewal plan.

Florida PEs must maintain and report qualifying CE records under the current FBPE framework. The required Florida Laws & Rules completion has its own provider-reporting process; other CE providers generally provide completion certificates rather than reporting ordinary engineering credits directly to FBPE. Keep sufficient documentation for at least four years and use the current NCEES CPC process identified by FBPE.
